Stephen is an accomplished insurance and civil-defense professional with extensive experience investigating, analyzing, and defending complex insurance fraud claims. Known for his methodical approach, strategic insight, and command of insurance-industry practices, Stephen has built a career centered on protecting carriers from exposure while ensuring that claims are resolved fairly, efficiently, and in accordance with governing law.
With a background spanning claims investigation, litigation defense, and fraud analytics, Stephen has worked on matters involving staged accidents, medical-provider fraud, inflated damages, and coordinated criminal enterprises. He has collaborated closely with special investigation units (SIUs), law enforcement, medical experts, actuaries, and defense counsel to develop evidence-based strategies that uncover patterns of misconduct and strengthen carriers’ positions in litigation and pre-litigation disputes.
Stephen’s experience includes evaluating liability and coverage issues, conducting in-depth interviews and field investigations, preparing comprehensive fraud analyses, and managing high-exposure and high-complexity claim files. His investigative work often combines traditional claims handling with data-driven intelligence—identifying links between people, places, vehicles, and claims to expose organized fraud rings and repeat-offender networks.
As part of the GLG team, Stephen has secured significant claim walkaways, negotiated agreements with fraudulent crime rings and medical clinics to cease billing his clients, and spearheaded groundbreaking cases that have set legal precedents. In the defense context, Stephen has contributed to the development of litigation strategies aimed at curtailing meritless lawsuits, reducing loss-adjustment expenses, and promoting reforms that improve the integrity of the claims system. He has been involved in matters related to no-fault litigation (PIP), bodily-injury claims, property losses, and multi-claimant investigations, often serving as a subject-matter resource for attorneys, claims teams, and industry partners.
Beyond litigation, Stephen is actively involved in the investigative process Examinations Under Oath of insureds and sworn statements of witnesses and informants. His hands-on approach assists and ensures his clients receive comprehensive support in building robust fraud cases, from the ground up.
Stephen is also a sought-after speaker, sharing his wealth of knowledge at conferences, including FIFEC, Florida Chamber of Commerce and the Administrative Law Section of the Florida Bar, and has been called to testify on multiple occasions before the Florida Legislature on a host of insurance fraud and tort-reform issues.
